DC weather history for September 23

Late-season heat in 1988 added to one of the highest counts of 90-degree days on record, while in 2003 heavy rain on saturated ground triggered widespread flooding across the region.

On this day in 1988, it reached 90 degrees or higher for the 59th time. That is tied for the third-highest count on record, with 1991 and 1966, and only trailing 67 such days in 1980 and 2010 and 62 in 2019.

And on this day in 2003, 2.28 inches of rain fell in D.C. on top of saturated ground from Hurricane Isabel just five days earlier. “This lead to widespread flooding of roads, waterways, and other low lying areas,” the National Weather Service wrote. Over 5 inches of rain fell in Frederick, Maryland.

“Yesterday’s torrential rain pushed already-swollen streams over their banks, and low-lying areas became lakes,” The Washington Post reported.
